1. Preheat oven to 350 degrees F (175 degrees C). Bring a pot of water to boil for the water bath.
2. In a saucepan whisk together sugar and water. Cook over medium heat, stirring constantly until sugar has dissolved and mixture begins to boil. Allow mixture to boil without stirring until it turns a deep amber color, carefully swirling pan occasionally.
3. Pour caramelized sugar into a 9-inch cake pan and swirl to coat bottom evenly.
